December 4th of 2018, an official launch ceremony of a new 115 EMS-Based Satellite Station was held at City International Hospital (CIH). 

  One new “115 EMS-Based Satellite Station” at City International Hospital (CIH) appears to be the first in-network international-standard medical facility based in HCMC 115 Emergency Medical Services (EMS) Center to provide rapid and effective emergency transport response to reach the patients with a minimum of delay in order to meet the growing demands for external Emergency Medical Services (EMS) to residents in Districts 5, 6, 10, 11, Binh Tan, Binh Chanh and other neighboring eastern provinces.

  City International Hospital (CIH) launched one new 115 EMS-Based Satellite Station this year on the fourth of December. The speed with which emergency personnel can provide emergency treatment is crucial to reducing death and disability among acute and critically ill patients. This new satellite station allows Critical Care Transport service providing the highest level of care.        

  The goal of effective Emergency Medical Services (EMS) is to treat these conditions include rapid assessment, timely provision of appropriate interventions, and prompt transportation to the nearest appropriate health facility by the best possible means to enhance survival, control morbidity, and prevent disability. That explains the strategic collaboration between HCMC 115 EMS Center and City International Hospital in establishing more new EMS stations, (network-based in 115 EMS Center) plays such a significant role in promoting the overall health of the community and optimizing strong social support as well as patient rights.

  "Years into operation, City International Hospital has been proud of our community partnerships with Board members of Districts 5, 6, 10, 11, Binh Tan, Binh Chanh and other neighboring eastern provinces. CIH’s Medical emergency response teams also known as Rapid Response Teams (RRT), has been providing time efficacy of rapid response emergency to reach the patient and time-spent on scene during critical phases of emergency situations (especially stroke) is a lifesaving intervention as well as minimizing sequelae and creating trust among the people.

   This New 115 EMS-Based Satellite Station and CIH’s Department of Accident & Emergency (A&E) are “satellite” services working closely with 115 EMS Center and utilizing CIH’s EMS head department and medical director to over see clinical quality and protocols. For immediate coverage for the area Medical Emergency Satellite Services is simultaneously dispatched in districts 5, 6, 10, 11, Binh Tan, Binh Chanh and other neighboring eastern areas.

  Emergency Medical Services (EMS) Network design plays an important role in providing adequate and high-quality medical services for the public to answer as many emergency requests as possible under dynamic and complex conditions. Our expectation in the near future, the collaboration between 115 EMS Center and CIH in implementation of another 115 EMS satellite network stationed at CIH will soon play a vital role in the reduction of respiratory and/or cardiac arrests and improve patient outcomes as well as assuring the patient safety and using the patient feedback as a method to improve patient experiences in the hospital."  explained A/Prof. Dr. Tran Thi Trung Chien, President of CIH Management Consultants.

  Impressed with excitement, A/Prof. Dr. Tang Chi Thuong – Deputy Director at HCMC Department of Health shared “the new 115 EMS Statellite Station of 115 Emergency Medical Services (EMS) Center and City International Hospital appears to be the sixth private facility in HCM city, making the total of 26 operational 115 EMS-Based Satellite Stations throughout the entire country. These are distributed across almost all communities, usually at Hospitals."

A/Prof. Dr. Tang Chi Thuong also strongly believes:

  • "The current 115 EMS Satellite Network has caused staff members to ramp up their communication with residents throughout Ho Chi Minh City. Patients said they feel much safer knowing they can get immediate attention if they feel they need it. 
  • Vietnam uses the emergency telephone number 115 for all emergencies. Dispatch, which used to be a local function, merged into two dispatch centers, and is in the process of merging into a single, integrated dispatch center for all 26 satellite stations. In the past years, 115 EMS Center has also been utilizing a unique network of Medical emergency motorcycles (MEM) and professionals to reach patients and emergency scenes where dense populations, traffic and small streets in slow traditional ambulance and quick response vehicles (QRV).
  • There is not currently an official national training standard for EMS personnel in Vietnam. However, in the upcoming year of 2019, Vietnam's Department of Health will operate Emergency Medical Trainings (EMT) in different levels from EMT Basic, and EMT Intermediate to EMT advance, all of which are comparable with the EMS Education standards of International Association of EMTs and Global Red Cross Network."

The new 115 EMS-Based Satellite Station, housed in at City International Hospital’s Department of Accidents & Emergency (A&E), is a full-service, advanced life support, available 24 hours each and every day for quick response to 115 calls and instant availability for patient transfers.

  • It is important to understand the reason why some conditions are not caught early is failure to recognize a change in status or a patient’s deteriorating condition. In other cases, symptoms are recognized too late to prevent respiratory failure or cardiac arrest. Together we devised a plan that would allow patients and family members to bring their critical concerns to the attention of an emergency medical team, similar to calling 115 and Help is available around the clock. The phone call goes to City International hospital operator, who pages the Rapid Response Team (RRT). The team consists of healthcare professionals who bring critical care knowledge to the patient’s bedside within minutes, listens to the patient’s or family member’s concerns, assesses the patient, and responds with medical care or further investigation, as needed.
  • The grand opening was announced at a ribbon cutting event after the  collaborative agreement was signed by representatives of 115 EMS Center and City International Hospital emphasizing collaborative agreement to provide Emergency Medical Services (EMS) and Basic Life Support (BLS) to the residents throughout Ho Chi Minh City and northwest Cambodia to the West. All medical fees and charges under this cooperation agreement determined by the Department of Health and are eligible for health insurance benefits.
  • At City International Hospital, 115 EMS-Based Satellite Station’s Rapid Response Team (RRT) members with varied expertise are trained and chosen on the basis of their clinical skills as well as on their ability to interact well with people. Our healthcare professionals also have developed international standard-based protocols that save time in obtaining physician orders and may allow for faster assessment of the situation and subsequent treatment.
